GMV Max vs manual bidding on TikTok Shop (2026)

TikTok Shop ads now run on GMV Max only. What manual bidding became, the three settings you still control, and how to pick a return target that doesn't lose money.

Can you still bid manually on TikTok Shop ads? Not for new campaigns. Since July 2025, GMV Max has been the default and only supported campaign type for TikTok Shop Ads. The old Product Shopping, Video Shopping and LIVE Shopping formats can no longer be created, edited or duplicated when TikTok Shop is the sales destination. Campaigns that already existed kept running, and TikTok offers an upgrade to GMV Max that carries the old ROI over as the new target.

So "GMV Max or manual?" is now the wrong question. The useful one is this: what do you still control inside GMV Max, and which settings decide whether it makes you money? This page covers both, with a worked example you can redo with your own numbers. For the order paid ads should come in, see the Growth OS Engine.

What happened to manual bidding on TikTok Shop?

It was removed from the Shop ads flow. TikTok's help centre says that with the Sales objective and TikTok Shop as the destination, advertisers can no longer create, edit or duplicate LIVE Shopping Ads, Product Shopping Ads or Video Shopping Ads (checked 19 October 2026, article last updated March 2026). Two limited routes remain. Video Shopping Ads can still be built with a Showcase destination, and LIVE Shopping Ads with a TikTok identity, but neither points at your Shop the way GMV Max does.

What does GMV Max actually do?

It automates the buying. You pick the products, set a daily budget and a target return, and TikTok chooses the videos, audiences and placements. TikTok describes it as optimising for your shop's total channel return, not just the orders an ad drove. It can use videos from your brand page and from affiliates who tag your product, across the feed, search, the Shop tab and the TikTok Ad Network.

Two details change how you read the numbers:

  • Attribution is wider than a normal ad account. GMV Max counts orders for the products you promote, with a one-day window. Organic and affiliate orders for those products can sit inside the reported return.
  • Creator commission is still owed on affiliate orders. In the standard setup, a return that looks healthy in GMV Max can overstate what the ads themselves earned.

What is GMV Max Pro, and does it change the math?

TikTok has started expanding GMV Max so it counts costs beyond ad spend. Its May 2026 announcement says the goal is to account for business costs such as affiliate commissions, coupons and referral fees, so the system can "optimize toward a truer view of ROI." Agencies call the add-on GMV Max Pro. One agency write-up from June 2026 says you can set a target return with those deductions already inside it.

Three cautions before you rely on it:

  • TikTok's post does not explain the exact formula, and we could not confirm from TikTok's help pages which accounts have it. Check what your own Seller Center and Ads Manager show.
  • The same write-up says the system still does not see your product cost, so you still need your own break-even.
  • The performance claims come from TikTok and agencies, not independent tests.

If your account has the cost-aware setting, the target you enter is measured after commission, coupons and fees. A target of 3 there is not the same as a target of 3 in the standard setup, so redo the example below with that in mind.

What can you control inside GMV Max?

Three settings and one input.

Lever What it does Our rule
Products Which SKUs the campaign pushes One product per campaign, so each product's return is visible
Target return (ROI) The sales per dollar of ad spend GMV Max aims for Set it from your break-even, not from the default
Daily budget How much it is allowed to spend Raise the ceiling before you lower the target
Videos (the input) The content GMV Max can test Keep adding. Exclude a single video by caption when it burns spend

TikTok's own best-practice page (updated June 2026) gives two formulas for the starting point. Recommended return is your historical non-LIVE GMV divided by your historical ad cost. Recommended budget is 2 times that GMV divided by your return target. It also says to keep budget use below 80% and to leave each setting alone for at least three full days before changing it.

What is the Max Delivery option, and when should you use it?

Max Delivery is a mode inside GMV Max that tries to spend your whole budget for the most revenue, with less regard for the return. TikTok suggests it for short bursts such as a new product launch, clearing stock or a big sales event, and recommends testing it for 5 to 7 days with a fixed daily budget. Target ROI is the always-on mode for steady growth.

Use it on purpose and for a set number of days. Return numbers will swing while it runs, so don't judge it on day two.

How do you set a target return that doesn't lose money?

Start from your break-even return, then choose how far below it you are willing to run, and for how long.

Break-even return = price divided by what is left of each sale before ad spend.

Here is the worked example, using the same cost stack as the margin gate. A product sells for $40. Product cost and delivery are 40% of the price, so the landed margin is 60%, or $24. TikTok takes a 6% platform fee, 3.5% Smart Promotion, and the creator commission is 20%. That is 29.5%, or $11.80.

  • Left per order before ads: $24 minus $11.80 = $12.20
  • Break-even return: $40 divided by $12.20 = about 3.3
Target return Ad spend per $40 order Left per order after ads
1.5 $26.67 minus $14.47
2 $20.00 minus $7.80
3 $13.33 minus $1.13
3.3 $12.20 $0 (break-even)
5 $8.00 plus $4.20

Two things follow. First, the 1.5 to 2 target we use at the start of a conservative launch is not a profit target. It is a deliberate loss that buys signal while the video library builds. Write down the monthly cost of that loss before you start, and a date by which the return must be climbing.

Second, a target above break-even is not automatically good. Set it too high and GMV Max spends less, because it can't find enough orders at that return. Sales fall, and the ads look efficient on a smaller shop.

How should you change the target and budget over time?

Change one setting at a time.

  1. Out of the cold start, raise the budget before cutting the target. If a campaign spends well under its ceiling, a higher ceiling often lifts spend while the return holds roughly flat. TikTok says the same thing from the other side: lower targets increase delivery, higher ones can limit spend.
  2. Step the target up in small moves, at least three days apart. Setting it a little above what you are realising can cause a one to two week dip, then recovery at a better return. Test big jumps on a small product first and move the hero product gently, because a stall there is expensive.
  3. For a weak, low-volume product, cut its budget and raise its target. Worst case it stops spending, which saves money. Often it settles at a higher return.
  4. Check the split between video sales and product-card sales. Video sales are people meeting the product for the first time. Product-card sales are closer to retargeting. If product cards lead, more budget mostly re-converts shoppers you already reached. Fix the video supply first, then scale.

What do you feed GMV Max?

Videos, and a steady supply of them. GMV Max can only choose from what exists. A handful of videos gives it almost nothing to test, and the automation will expose a weak content system rather than fix it. That is why we hold off turning it on until roughly 250 to 300 shoppable videos exist for a conservative launch. Gather the post codes of proven affiliate videos and add them yourself instead of waiting for the system to find them.

The second half of the job is pruning. GMV Max can pour most of its spend into one or two videos, and it sometimes picks wrong. Exclude a single video by caption and keep that creator's other content live. Don't block the whole creator.

A checklist for this week

  • Work out break-even return for each product (price divided by what is left before ads)
  • Write the return you are running at, and the monthly loss if it is below break-even
  • One product per campaign
  • Budget ceiling at least twice what you expect to spend
  • Wait three full days between target changes
  • Read the video versus product-card split before adding budget
  • Add new proven video codes weekly. Exclude one burning video by caption

What should you ask an agency about GMV Max?

  • What has to be true before you turn it on? You want a number of videos, not a date.
  • What target will you start at, and what is my break-even? A good answer shows the math.
  • Who owns the ad account? It should stay in your name.
  • How do you decide when to raise the target?
  • Do you report the video and product-card split?

FAQ

Can I still use manual bidding for TikTok Shop ads?

Not for new Shop campaigns. GMV Max has been the default and only supported campaign type for TikTok Shop Ads since July 2025. Older Product, Video and LIVE Shopping campaigns kept running and can be upgraded to GMV Max.

What ROI target should I set for GMV Max?

Start from your break-even: price divided by what is left of each sale before ad spend. In a conservative launch we start at 1.5 to 2 on purpose, accept a loss while the library builds, then step up. TikTok's recommended starting target is your historical GMV divided by your historical ad cost.

How long should I wait before changing the target?

At least three full days, per TikTok's best-practice guidance. GMV Max optimises daily, and frequent changes interrupt its learning.

Is Max Delivery better than Target ROI?

Neither is better. Max Delivery spends the budget for the most revenue and suits short pushes of 5 to 7 days. Target ROI is the steady, always-on mode.

Why is my GMV Max campaign not spending?

Usually the target is too high, the budget ceiling is too low, or there are too few videos to test. Raise the budget ceiling, lower the target in small steps, and add content.

Is GMV Max Pro available to every seller?

We could not confirm that. TikTok's announcement says GMV Max is expanding to count commissions, coupons and referral fees, but does not list which accounts have it. Look for the cost-aware option in your own Ads Manager before planning around it.

Do the same rules apply in the UK?

The mechanics are the same. The platform fee differs (9% in the UK for most categories, 6% in the US), so your break-even return is higher. Redo the example with your own fee.
